Regulation on the Administration of Power Grid Scheduling (2011 Revision)
Regulation on the Administration of Power Grid Scheduling
(Issued in Order No. 115 of the State Council of the People's Republic of China on June 29, 1993 and revised in accordance with the Decision of the State Council on Repealing and Amending Some Administrative Regulations (Order No. 588 of the State Council) issued on January 8, 2011)
Chapter I General Provisions
Article 1 This Regulation is developed for the purposes of strengthening the administration of power grid scheduling, guaranteeing the power grid safety, safeguarding the interests of users, and adapting to the needs of economic development and people's livelihood.
Article 2 The term “power grid scheduling” as mentioned in this Regulation refers to organization, direction, guidance, and coordination of the power grid operation by power grid scheduling institutions (hereinafter referred to as “scheduling institutions”) for the purpose of ensuring the safe, good-quality, and economical operation of power grids.
The power grid scheduling shall comply with the requirements of the socialist market-oriented economy and the objective rules of power grid operation.
Article 3 The entities of power generation, power supply, and power consumption as well as other relevant entities and individuals within the territory of the People's Republic of China must abide by this Regulation.
Article 4 The power grid operation shall follow the principles of uniform scheduling and hierarchical administration.
Article 5 No entity or individual may distribute electric power and electricity volume beyond the plan and may consume electric power and quantity of electricity beyond the plan; where it is necessary to change the plan under any special circumstance, it shall be subject to the approval of the department that releases the electric power consumption plan.
Article 6 The competent administrative department of electric power of the State Council shall be in charge of the work of power grid scheduling.
Chapter II Scheduling System
Article 7 The competent administrative department of electric power of the State Council shall determine the functions of scheduling institutions and the principles for dividing the jurisdictions thereof.
Article 8 The competent administrative department of electric power of the State Council shall determine the principles for delimiting power plants under the direct scheduling of the scheduling institutions.
Article 9 The scheduling system includes the scheduling institutions at various levels and the entities on duty for the operation of power plants and transformer substations within the power grid.
The scheduling institution at a lower level must obey the scheduling of the scheduling institution at a higher level.
The entities on duty for the operation of power plants and transformer substations within the jurisdiction of a scheduling institution must obey the scheduling of the scheduling institution.
Article 10 Scheduling institutions are divided into five levels: the scheduling institution at the national level, the scheduling institution across provinces, autonomous regions, and municipalities directly under the Central Government, the scheduling institution at the level of a province, autonomous region, or municipality directly under the Central Government, the scheduling institution at the level of a city directly under the provincial government, and the scheduling institution at the county level.
Article 11 The personnel on duty of the scheduling system may not take their positions until they receive training and assessment and pass examination.
The measures for the training and assessment of personnel on duty of the scheduling system shall be developed by the competent administrative department of electric power of the State Council.
Chapter III Scheduling Plan
Article 12 The power grid administrative department across provinces and the power grid administrative department at the provincial level shall prepare plans of power generation and power supply and submit such plans to the competent administrative department of electric power of the State Council for recordation.
