Measures for the Supervision and Administration of Electric Reliability Order of the State Electricity Regulatory Commission (No.24) The Measures for the Supervision and Administration of Electric Reliability, which were adopted at the chairman's meeting of the State Electricity Regulatory Commission on April 10th, 2007, are hereby promulgated and shall come into force on May 10th, 2007. Chairman You Quan April 10th, 2007 Measures for the Supervision and Administration of Electric Reliability Article 1 For the purpose of strengthening the supervision and administration of electric reliability and safeguarding the safe and stable operation of the electric system, these Measures are formulated in accordance with the Regulation on Electric Supervision . Article 2 The State Electricity Regulatory Commission (hereinafter referred to as SERC) shall be responsible for the supervision and administration of electric reliability of the whole nation; the Electric Reliability Control Center under the SERC (hereinafter referred to as Reliability Center) shall be responsible for the daily work of the supervision and administration of electric reliability of the whole nation and shall assume the responsibility for providing services to the electric reliability control industry; and the dispatched offices of the SERC shall be responsible for the supervision and administration of electric reliability within their respective jurisdictions. Article 3 Enterprises of electric generation, electric transmission and electric supply and other enterprises engaging in electric production (hereinafter generally referred to as electric enterprises) shall conduct electric reliability control work in accordance with these Measures. Article 4 Supervision and administration of electric reliability shall include the following contents: 1. Formulating the regulations on the supervision and administration of electric reliability and technical standards for electric reliability; 2. Establishing a work mechanism for the supervision and administration of electric reliability; 3. Establishing an electric reliability information management system and making statistical analysis on electric reliability information; 4. Organizing electric reliability management work inspection; 5. Organizing and conducting electric reliability evaluation or assessment; 6. Publishing electric reliability indexes and electric reliability supervision reports; 7. Promoting electric reliability theory research and the application of corresponding technologies; 8. Organizing electric reliability trainings; 9. Conducting international exchange and cooperation in electric reliability.
