Implementation Plan for Promoting Equipment Renewals in Industrial Fields

Promoting large-scale equipment renewals in industrial fields is conducive to expanding effective investment, driving continuous increase in the proportion of advanced production capacity, and is of great significance to accelerating the development of a modern industrial system. The following implementation plan is made to carry out the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council and promote equipment renewals and technological upgrading in industrial fields.

I. General Requirements

To promote large-scale equipment renewals in industrial fields, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era shall be taken as the guidance, the guidelines of the 20th National Congress of the Communist Party of China shall be thoroughly implemented, the arrangements of the Central Economic Work Conference and the fourth plenary session of the Central Financial and Economic Affairs Commission shall be carried out, and efforts shall be coordinated to expand domestic demand and further the supply-side structural reform. Technological upgrading projects in the manufacturing industry shall be carried out by centering on promoting new industrialization and taking large-scale equipment renewals as the foothold, and with a focus on digital transformation and green upgrading, the high-end, intelligent, and green development of the manufacturing industry shall be promoted to provide strong support for developing new quality productivity and improving the quality and level of the national economic cycle.

——Adhering to market-oriented promotion. A national unified large market shall be adhered to, the decisive role of the market in allocating resources shall be maximized, and diversified supplies and services shall be provided by relying on the market in light of differentiated needs for the renewal of various equipment in industrial fields. The role of the government shall be maximized and a policy environment conducive to the technological upgrading and equipment renewals of enterprises shall be created.

——Adhering to standard-based guidance. The development and implementation of technology, quality, energy consumption, emission, and other standards shall be strengthened, enterprises shall be directed to eliminate backward equipment and use advanced equipment in accordance with the applicable laws and regulations, and improve production efficiency and technology level. Industrial development and actual market situations shall be taken into overall consideration, and relevant work shall be promoted step by step in a well-regulated manner.

——Adhering to integrated updating of software and hardware. Active efforts shall be made to adapt to and lead a new round of scientific and technological revolution and industrial transformation and actively promote the new industrialization powered by the new generation of information technology, and attention shall be paid to the iterative upgrading and innovative application of software systems while promoting hardware equipment renewals.

By 2027, the scale of investment in industrial equipment will increase by 25% or more compared with that in 2023, and the penetration rate of digital research, development and design tools and the numerical control rate of key processes of industrial enterprises above the designated size will exceed 90% and 75% respectively. Digital transformation will cover all industrial enterprises above the designated size in major industrial provinces and cities and key parks, production capacities below the energy efficiency benchmark level in key industries will basically exit, the energy efficiency of major energy-using equipment will basically reach the energy conservation level, intrinsic safety level will be significantly improved, the promotion and application of innovative products will be accelerated, and the proportion of advanced production capacities will continuously increase.

II. Key Tasks

(I) Implementing the action of advanced equipment renewals

1. Accelerating the replacement of backward and inefficient equipment. For industrial mother-machines, agricultural machinery, engineering machinery, electric bicycles, and other industries with production equipment at the low to medium levels as a whole, the elimination of backward and inefficient equipment, and old equipment beyond the service life shall be accelerated. Efforts shall focus on upgrading the machine tools that have been in service for more than ten years in the industrial mother-machine industry. Flexible cutting, molding, welding, and manufacturing production technologies and equipment, among others, shall be renewed in the agricultural machinery industry. Hydraulic presses, bending machines, outdated production lines, and online testing equipment, among others, shall be renewed in the engineering machinery industry. Numerical control processing equipment and calibration equipment, among others, shall be renewed in the instrument and meter industry, and short-process textile equipment such as rotor spinning machines and cotton spinning equipment such as spinning machines and automatic winders shall be renewed in the textile industry. Automatic welding robots, automatic spraying and drying equipment, electric or pneumatic assembly equipment, insulation withstand test equipment, ......
